Hello 👋
I’m Hiroshi Kawana, Certified Administrative Scrivener 🙇♂️
Today in Minami Ward, Sagamihara City, the sky is completely clear ☀️
I know it’s not ideal to let the weather affect our mood, but with such beautiful sunshine, it feels like anything is possible 😄
Humans often let small things darken their hearts ☁️
Yet, if you just open one door, you might find a bright blue sky waiting ☀️
Nature needs both rain 🌧️ and sunshine 🌤️—and so do we.
As the last day of the long weekend, today’s weather feels like a perfect blessing 🎌
💡 So, what exactly is “Special Permission to Stay”?
Simply put —
It is the only legal permission that allows a foreign national without a valid visa (an irregular resident) to stay in Japan, granted directly by the Minister of Justice 🪪
In other words, if a foreign national has no residence status, this is the only way they can legally stay long-term in Japan.
It’s important to remember that they are originally subject to deportation ⚠️
🕊️ About Refugee Applications and “Provisional Release”
When applying for refugee status, some may be granted “Provisional Release” (Kari Hōmen).
This system allows detained foreign nationals to temporarily regain freedom by paying a deposit, due to health or humanitarian reasons 💴
However‼️
It’s crucial to remember that this is only a temporary release from detention —
the person’s illegal stay status remains unchanged.
It simply means that, legally speaking, they are not currently detained 🚫
⚖️ Laws Are Not the Enemy — They Can Be Our Ally
Discussions about law can feel heavy, but if you live within the rules,
the law actually protects you 🌱
If a rule seems unreasonable, then yes, it should be amended.
But until that happens, we must act in accordance with the law —
That’s the natural responsibility in a nation governed by law 🇯🇵
Many foreign residents say, “This rule is unfair!” — and that’s understandable.
But by choosing to reside in Japan, one also chooses to live within its legal framework.
We believe in working and living together with people who share that mindset —
those who strive, grow, and contribute to Japan as responsible members of a lawful society 🤝
That’s all for today 🌸
