💡 New Standards for “Business Manager” Visa Will Take Effect on October 16, 2025!

Hello 👋
I’m Hiroshi Kawana, Certified Administrative Scrivener 🙇‍♂️

📢 As reported in the news, the approval criteria for the Business Manager (経営・管理) status of residence will change starting October 16, 2025.

Please refer to the news for full details, but let’s go over the most important requirements ✅

1. You must employ at least one full-time employee 👥

Specifically, the employee must be one of the following:
🇯🇵 Japanese national
✅ Permanent resident
💍 Spouse of a Japanese national
🏠 Spouse of a permanent resident
✅ Long-term resident

⚠ Other foreign residents in Japan are not eligible.

2. Capital must be at least 30 million yen 💰

Financial strength will be valued more than before 📈

3. Japanese language ability 🗣️

There are several conditions, but the key point is here 👇
✅ It does NOT have to be the representative—an employee can meet the requirement instead!
👉 So even if the representative cannot speak Japanese, it’s OK as long as an employee meets the criteria ✨

4. Academic or professional background 🎓💼

You must have one of the following:
📌 Doctoral degree
📌 Master’s degree
📌 Professional degree
📌 At least 3 years of business experience

5. Business plan preparation at the time of application 📄

As of now, only the following professionals may create the business plan:
🧠 Small and Medium Enterprise Management Consultant
🧾 Certified Public Accountant
💹 Tax Accountant

⚠ However, application submission remains the same as before:
👉 In principle, only lawyers or administrative scriveners (gyoseishoshi) can submit the application!

🔄 For those who already have “Business Manager”

✅ During the first 3 years, you do not need to fully meet the new standards.
👉 Immigration will also consider whether you are expected to meet the standards in the future 👌

However…
After 3 years:
⚠ It will likely be difficult to get approved based only on the old standards 😥
But it does not mean “everyone will be denied immediately.”

⚠ There are also other important points not written here!
👉 Be sure to consult a professional (such as an administrative scrivener) 👨‍⚖️📞

🇯🇵 Relationship with the Japanese economy

Considering Japan’s declining workforce,
it is essential for foreign nationals to contribute in the right roles 🌏

Among all visa types, Business Manager is very important for revitalizing Japan’s economy 💡

⚖️ Rules vs. Practice

📏 Rules are written in law
🧬 But practice changes like a living organism

A few people breaking the rules should not cause problems for everyone else 🚫
I didn’t know” is usually not accepted

👉 The ideal is that we all aim for better residence practices together 😊

That’s all for now! 👋✨
